It is written and maintained primarily by simon tatham. I wrote a linux version of the full gui putty application, and also reused part of the code as an x11 terminal emulator pterm which you could use in place of existing ones like xterm. Past releases of putty are versions we thought were reasonably likely to work well, at the time they were released
However, later releases will almost always have fixed bugs and/or added new features.
